PCI: Drop msi_mask_reg() and remove drivers/pci/msi.h
msi_mask_reg() doesn't provide any useful abstraction, do drop it. Remove the now-empty drivers/pci/msi.h. Signed-off-by: Bjorn Helgaas <bhelgaas@google.com>
