netlink: specs: Introduce time stamping set command

Add a new commands allowing to set the time stamping.

Example usage :
./ynl/cli.py --spec netlink/specs/ethtool.yaml --no-schema \
	     --do ts-list-get \
	     --json '{"header":{"dev-name":"eth0"}}'
