We setup hardware to insert TSF timestamp for beacon and probe response
frames. This is undesired for injected frames, which might want to
set their own timestamp values, so disable this setting for injected
frames.

For unknown reasons printk() on some context can cause CPU hung on
embedded MT7620 AP/router MIPS platforms. What can result on wifi
disconnects.
This patch move queue full messages to debug level what is consistent
with other mac80211 drivers which drop packet silently if tx queue is
full. This make MT7620 OpenWRT routers more stable, what was reported
by various users.

Currently rt2x00 devices retransmit the management frames with
incremented sequence number if hardware is assigning the sequence.
This is HW bug fixed already for non-QOS data frames, but it should
be fixed for management frames except beacon.
Without fix retransmitted frames have wrong SN:

Use usb txdone/txstatus routines (now in rt2800libc) for mmio devices.
Note this also change how we handle INT_SOURCE_CSR_TX_FIFO_STATUS
interrupt. Now it is disabled since IRQ routine till end of the txstatus
tasklet (the same behaviour like others interrupts). Reason to do not
disable this interrupt was not to miss any tx status from 16 entries
FIFO register. Now, since we check for tx status timeout, we can
allow to miss some tx statuses. However this will be improved in further
patch where I also implement read status FIFO register in the tasklet.

In some situations when we set TXOP_BACKOFF, the probe frame is
not sent at all. What it worse then sending probe frame as part
of AMPDU and can degrade 11n performance to 11g rates.

We have check if queue is not empty when start flushing queues on
by mac80211 callback, but we also can start flushing queues by internal
driver calls. So move check into rt2x00queue_flush_queue() to assure
we do not flush empty queue anytime.
Additionally add warning if we start to kick empty queue as in such
situation we set wrong index in the HW queue, what can confuse the HW
and have various negative consequences.

available entries are below the threshold.

Even if we do not set AMPDU bit in TXWI, device still can aggregate
frame and send it with rate not corresponding to requested. That mean
we can do not sent probe frames with requested rate. To prevent that
use TXOP_BACKOFF for probe frames.
