The bulk SPDX addition made all these files into GPL-2.0 licensed files.
However the remainder of the project is MIT-licensed, these files
were simply missing the boiler plate and got caught up in the global update.

Add SPDX license identifiers to all Make/Kconfig files which:
- Have no license information of any form
These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:
GPL-2.0

704a6c008b7942bb7f30bb43d2a6bcad7f543662 broke pci msi rearm for g92 GPUs.
g92 needs the nv46_pci_msi_rearm, where g94+ gpus used nv40_pci_msi_rearm.

Was not able to obtain a trace of NVRM due to kernel version annoyances,
however, experimentally confirmed that the WAR we use on NV50/G8x boards
works here too.
