Add the generic plumbing to detect whether or not the runtime code
regions were constructed with BTI/IBT landing pads by the firmware,
permitting the OS to enable enforcement when mapping these regions into
the OS's address space.

Currently, arm64, RISC-V and LoongArch rely on the fact that struct
screen_info can be accessed directly, due to the fact that the EFI stub
and the core kernel are part of the same image. This will change after a
future patch, so let's ensure that the screen_info handling is able to
deal with this, by adopting the arm32 approach of passing it as a
configuration table. While at it, switch to ACPI reclaim memory to hold
the screen_info data, which is more appropriate for this kind of
allocation.

Drop the pgtable_t variable from all implementation for pte_fn_t as none
of them use it. apply_to_pte_range() should stop computing it as well.
Should help us save some cycles.

Recent UEFI versions expose permission attributes for runtime services
memory regions, either in the UEFI memory map or in the separate memory
attributes table. This allows the kernel to map these regions with
stricter permissions, rather than the RWX permissions that are used by
default. So wire this up in our mapping routine.

This adds support to the kernel proper for booting via UEFI. It shares
most of the code with arm64, so this patch mostly just wires it up for
use with ARM.
Note that this does not include the EFI stub, it is added in a subsequent
patch.
