The AdminQ handler has an error handler that automatically prints
an error message when the request has failed. However, there are
situations where the caller can expect that it might fail and has
an alternative strategy, thus may not want the error message sent
to the log, such as hitting -ENOSPC when adding a new vlan id.
We add a new interface to the AdminQ API to allow for override of
the default behavior, and an interface to the use standard error
message formatting.

The queues can be freed in ionic_close(). They need to be recreated
after ionic_open(). It doesn't need to replay the whole config. It
only needs to create the timestamping queues again.

If PTP configuration is attempted on ports that don't support
it, such as VF ports, the driver will return an error status
-95, or EOPNOSUPP and print an error message
enp98s0: hwstamp set failed: -95
Because some daemons can retry every few seconds, this can end
up filling the dmesg log and pushing out other more useful
messages.
We can catch this issue earlier in our handling and return
the error without a log message.

The copy_to_user() function returns the number of bytes that it wasn't
able to copy. We want to return -EFAULT to the user.

Split the call into ionic_lif_hwstamp_set() to have two
separate interfaces, one from the ioctl() for changing the
configuration and one for replaying the current configuration
after a FW RESET.
