The default config is computed during creation of the PMU and may do
things like scanning sysfs, when the PMU may just be used as part of
scanning. Change default_config to perf_event_attr_init_default, a
callback that is used when a default config needs initializing. This
avoids holding onto the memory for a perf_event_attr and copying.
On a tigerlake laptop running the pmu-scan benchmark:

Over 3 runs it is a nearly 12% reduction in execution time and a 4.3%
of openat calls.

Timestamps and context tracking are automatically enabled in per-core
mode and it's impossible to override this. Use the new utility function
to set them conditionally.

HiSilicon PCIe tune and trace device (PTT) could dynamically tune the
PCIe link's events, and trace the TLP headers).
This patch add support for PTT device in perf tool, so users could use

Relative path include works in the regular build due to -I paths but may
fail in other situations.
v2. Rebase. Comments on v1 were that we should handle include paths
differently and it is agreed that can be a sensible refactor but

'perf record' and 'perf report --dump-raw-trace' supported in this

Record requires enabling the kernel SPE driver by
setting CONFIG_ARM_SPE_PMU.
- The intel-bts implementation was used as a starting point; its

- Recording across multiple SPE clusters/domains not supported
- Snapshot support (record -S), and conversion to native perf events
