Once we enable -Wall for BPF sources, compiler will complain about lots
of unused variables, variables that are set but never read, etc.
Fix all these issues first before enabling -Wall in Makefile.

Convert all SEC("classifier*") uses to a new and strict SEC("tc")
section name. In reference_tracking selftests switch from ambiguous
searching by program title (section name) to non-ambiguous searching by
name in some selftests, getting closer to completely removing
bpf_object__find_program_by_title().

Both IFINDEX_SRC and IFINDEX_DST are set from the userspace
and it won't work once bpf merges with bpf-next.

As discussed in [0], this ports test_tc_redirect.sh to the test_progs
framework and removes the old test.
This makes it more in line with rest of the tests and makes it possible
to run this test case with vmtest.sh and under the bpf CI.
The upcoming skb_change_head() helper fix in [0] is depending on it and
extending the test case to redirect a packet from L3 device to veth.

This updates the test_tc_neigh prog in selftests to use the new syntax of
bpf_redirect_neigh(). To exercise the helper both with and without the
optional parameter, add an additional test_tc_neigh_fib test program, which
does a bpf_fib_lookup() followed by a call to bpf_redirect_neigh() instead
of looking up the ifindex in a map.
Update the test_tc_redirect.sh script to run both versions of the test,
and while we're add it, fix it to work on systems that have a consolidated
dual-stack 'ping' binary instead of separate ping/ping6 versions.

Rename into test_tc_redirect.sh and move setup and test code into separate
functions so they can be reused for newly added tests in here. Also remove
the crude hack to override ifindex inside the object file via xxd and sed
and just use a simple map instead. Map given iproute2 does not support BTF
fully and therefore neither global data at this point.
