73e40c9bd4 libperf cpumap: Use binary search in perf_cpu_map__idx() as array are sorted
Since 7074674e73 ("perf cpumap: Maintain cpumaps ordered and
without dups") perf_cpu_map elements are sorted in ascending order.

This patch improves perf_cpu_map__idx() by using a binary search.

6e93bc534f libperf cpumap: Take into advantage it is sorted to optimize perf_cpu_map__max()
From commit 7074674e73 ("perf cpumap: Maintain cpumaps ordered and
without dups"), perf_cpu_map elements are sorted in ascending order.

This patch improves the perf_cpu_map__max function by returning the last
element.

Committer notes:

Do it as a ternary to keep it in just one return line, add a comment
explaining it is sorted and what functions does it.

libperf already has a static function called 'cpu_map__default_new()'.

Add a new API perf_cpu_map__default_new() to export the function.

44d041b7b2 libperf: Add NULL pointer check for cpu_map iteration and NULL assignment for all_cpus.
A NULL pointer may be passed to perf_cpu_map__cpu and then cause a
crash, such as the one commit cb71f7d43e ("libperf: Setup initial
evlist::all_cpus value") fix.

3ce311afb5 libperf: Move to tools/lib/perf
Move libperf from its current location under tools/perf to a separate
directory under tools/lib/.

Also change various paths (mainly includes) to reflect the libperf move
to a separate directory and add a new directory under MANIFEST.
