[Why]
On some platforms, DMCU is no longer used. In these cases, some DMCU
memory should be completely powered off to save power.
[How]
1. Set DMCU_ERAM_MEM_PWR_FORCE to shutdown memory when DMCU is not in
use
2. Added a debug option to allow this behaviour to be turned off
3. Set all memory low power debug options to off first, to not
immediately cause problems

[Why]
The OPTC memory blocks should be powered down when they are not in use.
This will reduce power consumption.
[How]
1. Set ODM_MEM_UNASSIGNED_PWR_MODE to shutdown memory when unassigned
2. Set ODM_MEM_VBLANK_PWR_MODE to light sleep mode when in vblank
3. Added a debug option to allow this behaviour to be turned off
4. Restructured debug options to use a bitfield in a way that's more clear

[Why]
Some function pointers in the hwss function pointer table are
meant to be hw sequencer entry points to be called from dc.
However some of those function pointers are not meant to
be entry points, but instead used as a code reuse/inheritance
tool called directly by other hwss functions, not by dc.
Therefore, we want a more clear separation of which functions
we determine to be interface functions vs the functions we
use within hwss.
[How]
DC interface functions will be stored in:
struct hw_sequencer_funcs
Functions used within HWSS will be stored in:
struct hwseq_private_funcs

[How]
Remove them using the unifdef tool. The following commands were executed
in sequence:

* Expand DCN1 ifdef to include DCN21 code in the following files:
* clk_mgr/clk_mgr.c: dc_clk_mgr_create()
* core/dc_resources.c: dc_create_resource_pool()
* gpio/hw_factory.c: dal_hw_factory_init()
* gpio/hw_translate.c: dal_hw_translate_init()

[Why]
The register LVTMA_PWRSEQ_CNTL is used to determine the power state of the
embedded display. Currently we do not actually read this register's values,
so during power down we think that this display is already off, so we skip
calling into VBIOS to actually turn it off.

[Why]
When XGMI is enabled, we need to adjust the dprefclk according to the
WAFL link's spread spectrum info. This is for VG20 (DCE121) only.
[How]
dce_clk_mgr already stores SS info, currently being used by audio clock.
Therefore, patch the clk_mgr's SS info with the xGMI SS info, if xGMI
is enabled. For display clock, adjust it during dce12_update_clocks()
before calling set_clock().
Since we rely on a mmhub register to reliably determine if xGMI is
enabled, the patching step needs to happen after resource_construct()
has initialized the hardware sequencer.

Per discussion with VBIOS team, the orginal check is not correct in
all cases on latest VBIOS. Additional check is needed. This change should
maintain old behaviour on older VBIOS.

HW Engineer's Notes:
During switch from vga->extended, if we set the VGA_TEST_ENABLE and then
hit the VGA_TEST_RENDER_START, then the DCHUBP timing gets updated correctly.
Then vBIOS will have it poll for the VGA_TEST_RENDER_DONE and unset
VGA_TEST_ENABLE, to leave it in the same state as before.

We no longer change the plane state pointer for full updates, and as
such, we weren't setting the input transfer function and programming the
degamma registers when we are supposed to. Check for a full update, an
input TF change, or a gamma change in the update flags instead to correct
this.

We were overwriting the whole register which was re-enabling
stutter for raven. Now we are reading the register then setting
the values only for pstate.

A recent commit moved the backlight control code along with the register
defines, but did not move the power control code. This along with
remnant fields in the dce110_link_enc_registers struct made it so that
the code still compiled, but any attempts to access the
LVTMA_PWRSEQ_STATE register led to reading from an address of 0. This
patch corrects that.
Also, rename blacklight_control to edp_backlight_control (Typo fix).
