Spatial dithering to 10 bpc depth was disabled for all DCE's.
Testing on DCE-8.3 and DCE-11.2 did not show any obvious ill
effects, but a measureable precision improvement (via colorimeter)
when displaying a fp16 framebuffer to a 10 bpc DP or HDMI connected
HDR-10 monitor.

The truncation isn't being programmed if the truncation
depth is set to 2, it causes an issue with dce11.2 asic
using 6bit eDP panel. It required to truncate 12:10 in order to
perform spatial dither 10:6.
This change will allow 12:10 truncation to be enabled.

The dc_gamma in dc_surface will be programmed to the input
LUT if provided. If dc_gamma is not provided in dc_surface
regamma may be used to emulate gamma.
Some refactor and cleanup included as well.
