In order to support more coalesce parameters through netlink, add two new parameter kernel_coal and extack for .set_coalesce and .get_coalesce, then some extra info can return to user with the netlink API. Jakub Kicinski	a5a8758f42	net: dwc-xlgmac: let core reject the unsupported coalescing parameters ... Set ethtool_ops->supported_coalesce_params to let the core reject unsupported coalescing parameters. This driver already correctly rejected all unsupported parameters.
