The mediatek-ge PHY driver already disables EEE advertisement on the switch
PHYs but my testing [1] shows that it is somehow enabled afterwards.
Disabling EEE advertisement before the PHY driver initialises keeps it off.
Therefore, remove disabling EEE advertisement here as it's useless.

Some of MediaTek's Filogic SoCs come with built-in gigabit Ethernet
PHYs which require calibration data from the SoC's efuse.
Despite the similar design the driver doesn't share any code with the
existing mediatek-ge.c.
Add support for such PHYs by introducing a new driver with basic
support for MediaTek SoCs MT7981 and MT7988 built-in 1GE PHYs.

The function mt7531_phy_mode_supported in the DSA driver set supported
mode to PHY_INTERFACE_MODE_GMII instead of PHY_INTERFACE_MODE_INTERNAL
for the internal PHY, so this check breaks the PHY initialization:
mt7530 mdio-bus:00 wan (uninitialized): failed to connect to PHY: -EINVAL
Remove the check to make it work again.

Add support for MediaTek Gigabit Ethernet PHYs found in MT7530 and
MT7531 switches.
The initialization procedure is from the vendor driver, but due to lack
of documentation, the function of some register values remains unknown.
