For SMU 13.0.0 and 13.0.7, the output from PMFW is in percent. Driver
need to convert that into correct PMW(255) based.

The activity_monitor_external[] array is too big to fit on the
kernel stack, resulting in this warning with clang:

The SMU IP v13.0.4 ppt interface is shared by IP v13.0.11, they use
the different mailbox register offset. So use the specific mailbox
registers offset for v13.0.4.

It's vbios and pmfw instead of driver who decide whether some dpm features
is supported or not. Driver just de-selects those features which are not
permitted on user's request. Thus, we use adverse selects model.

VF do not need to handle SMU IRQ state.
L1 Policy will block VF access THM_THERMAL_INT_CTRL and MP1_SMN_IH_SW_INT/CNTL.

Skip smu_v13 init register_irq_handler under SRIOV VF.
And add irq_src check in enable/disable thermal alert
to avoid thermal alert enable/disable fail.

Only PP_MP1_STATE_UNLOAD is supported for now. For other mp1 state, we
should just ignore it. Otherwise, there will be errors coming out.
