The mount directory for the selftests cgroup tree might
not exist so let's make sure it does exist by creating
it ourselves if it doesn't exist.

test_progs -t bind_perm,bpf_obj_pinning/mounted-str-rel fails when
the selftests directory is mounted under /mnt, which is a reasonable
thing to do when sharing the selftests residing on the host with a
virtual machine, e.g., using 9p.
The reason is that cgroup2 is mounted at /mnt and not unmounted,
causing subsequent tests that need to access the selftests directory
to fail.
Fix by unmounting it. The kernel maintains a mount stack, so this
reveals what was mounted there before. Introduce cgroup_workdir_mounted
in order to maintain idempotency. Make it thread-local in order to
support test_progs -j.

This test case includes four scenarios:
1. Connect to the server from outside the cgroup and close the connection
from outside the cgroup.
2. Connect to the server from outside the cgroup and close the connection
from inside the cgroup.
3. Connect to the server from inside the cgroup and close the connection
from outside the cgroup.
4. Connect to the server from inside the cgroup and close the connection
from inside the cgroup.
The test case is to verify that cgroup_skb/{egress, ingress} filters
receive expected packets including SYN, SYN/ACK, ACK, FIN, and FIN/ACK.

Add remove_cgroup() to remove a cgroup which doesn't have any children
or live processes. It will be used by the following patch to test cgroup
iterator on a dead cgroup.

Copy libbpf_strlcpy() from libbpf_internal.h to bpf_util.h, and rename it
to bpf_strlcpy(), then replace selftests strncpy()/libbpf_strlcpy() with
bpf_strlcpy(), fix compile warning.
The libbpf_internal.h header cannot be used directly here, because
references to cgroup_helpers.c in samples/bpf will generate compilation
errors. We also can't add libbpf_strlcpy() directly to bpf_util.h,
because the definition of libbpf_strlcpy() in libbpf_internal.h is
duplicated. In order not to modify the libbpf code, add a new function
bpf_strlcpy() to selftests bpf_util.h.
How to reproduce this compilation warning:

This patch extends bpf selft cgroup_helpers [ID] n various ways:
- Add enable_controllers() that allows tests to enable all or a
subset of controllers for a specific cgroup.
- Add join_cgroup_parent(). The cgroup workdir is based on the pid,
therefore a spawned child cannot join the same cgroup hierarchy of the
test through join_cgroup(). join_cgroup_parent() is used in child
processes to join a cgroup under the parent's workdir.
- Add write_cgroup_file() and write_cgroup_file_parent() (similar to
join_cgroup_parent() above).
- Add get_root_cgroup() for tests that need to do checks on root cgroup.
- Distinguish relative and absolute cgroup paths in function arguments.
Now relative paths are called relative_path, and absolute paths are
called cgroup_path.

Minimal set of helpers for net_cls classid cgroupv1 management in order
to set an id, join from a process, initiate setup and teardown. cgroupv2

Nearly every user of cgroup helpers does the same sequence of API calls. So
push these into a single helper cgroup_setup_and_join. The cases that do
a bit of extra logic are test_progs which currently uses an env variable
to decide if it needs to setup the cgroup environment or can use an
existingi environment. And then tests that are doing cgroup tests
themselves. We skip these cases for now.

We have some tests that assume create_and_get_cgroup returns -1 on error
which is incorrect (it returns 0 on error). Since fd might be zero in
general case, change create_and_get_cgroup to return -1 on error
and fix the users that assume 0 on error.

Syscall name_to_handle_at() can be used to get cgroup id
for a particular cgroup path in user space. The selftest
got cgroup id from both user and kernel, and compare to
ensure they are equal to each other.
