6d51d44ecd ice: Fix package download algorithm
Previously, the driver assumed that all signature segments would contain
one or more buffers to download. In the future, there will be signature
segments that will contain no buffers to download.

Correct download flow to allow for signature segments that have zero
download buffers and skip the download in this case.

91427e6d90 ice: Support 5 layer topology
There is a performance issue when the number of VSIs are not multiple
of 8. This is caused due to the max children limitation per node(8) in
9 layer topology. The BW credits are shared evenly among the children
by default. Assume one node has 8 children and the other has 1.
The parent of these nodes share the BW credit equally among them.
Apparently this causes a problem for the first node which has 8 children.
The 9th VM get more BW credits than the first 8 VMs.

So on average queue 8 statistics show that 3.7 times more packets were
send there than to the other queues.

The FW starting with version 3.20, has increased the max number of
children per node by reducing the number of layers from 9 to 5. Reflect
this on driver side.

784feaa65d ice: Add support for PFCP hardware offload in switchdev
Add support for creating PFCP filters in switchdev mode. Add support
for parsing PFCP-specific tc options: S flag and SEID.

To create a PFCP filter, a special netdev must be created and passed
to tc command:

  ip link add pfcp0 type pfcp
  tc filter add dev eth0 ingress prio 1 flower pfcp_opts \
    1:123/ff:fffffffffffffff0 skip_hw action mirred egress redirect \
    dev pfcp0

Changes in iproute2 [1] are required to be able to use pfcp_opts in tc.

ICE COMMS package is required to create a filter as it contains PFCP
profiles.

d8e45f2929 overflow: Change DEFINE_FLEX to take __counted_by member
The norm should be flexible array structures with __counted_by
annotations, so DEFINE_FLEX() is updated to expect that. Rename
the non-annotated version to DEFINE_RAW_FLEX(), and update the
few existing users. Additionally add selftests for the macros.

372e27de4c ice: add support for 3k signing DDP sections for E825C
E825C devices shall support the new signing type of RSA 3K for new DDP
section (SEGMENT_SIGN_TYPE_RSA3K_E825 (5) - already in the code).
The driver is responsible to verify the presence of correct signing type.
Add 3k signinig support for E825C devices based on mac_type:
ICE_MAC_GENERIC_3K_E825;

a778616e4c ice: fix DDP package download for packages without signature segment
Commit 3cbdb03430 ("ice: Add support for E830 DDP package segment")
incorrectly removed support for package download for packages without a
signature segment. These packages include the signature buffer inline
in the configurations buffers, and not in a signature segment.

Fix package download by providing download support for both packages
with (ice_download_pkg_with_sig_seg()) and without signature segment
(ice_download_pkg_without_sig_seg()).

3cbdb03430 ice: Add support for E830 DDP package segment
Add support for E830 DDP package segment. For the E830 package,
signature buffers will not be included inline in the configuration
buffers. Instead, the signature buffers will be located in a
signature segment.

2ffd87d38d ice: Move support DDP code out of ice_flex_pipe.c
Currently, ice_flex_pipe.c includes the DDP loading functions
and has grown large. Although flexible processing support
code is related to DDP loading, these parts are distinct.
Move the DDP loading functionality from ice_flex_pipe.c to
a separate file.
